Besides your regular draw deck, also start the game with a seperate UPGRADE deck. Do not start with any UPGRADE cards in your hand or draw deck.

Whenever your hero passive triggers you draw the top 3 cards of this deck and place them open on the table. Afterwards you choose 1 of them to shuffle into your deck. The other 2 revealed cards are shuffled back into the UPGRADE deck.
